Users and passwords
Administrators manage all pages. Editors manage activation, themes and radios. Password changes sign out existing sessions. Passwords are hashed and cannot be displayed.

Separate data exports and imports
Each section has its own ordered JSON file. Import replaces only that section. Import keys before devices when restoring a new server. User exports contain administrator accounts and password hashes; regular app users do not need accounts or login.
Activation requests
Follow up with users by email, record notes and link an issued activation key. Creating a key here does not send an email automatically.
